There are three great issues, in my view.
The tech issue that will get the most press and public attention surely will be net neutrality. The FCC and the Administration will lean toward a purer net neutrality position, while Republicans who control Capitol Hill will be leaning the other way.
The tech issue that will be of the most impactful economically will be patent reform as Congress takes another run at trying to update the law.
The tech issue that will be of most long-term importance will be the surveillance/privacy debate as it pits national security against civil liberties in ways that cross party lines.
